The number of people who gets busted for either international or domestic mail orders is relatively low. Websites keep up and running 'cause this a game of "catch me if you can". Many sources offshore their operations to places where U.S. L.E. has no jurisdiction. After all, in the international context, the americans are the ones who have a problem with use/abuse of steroids, not so much or at all the manufacturers overseas where use or possession of roids is O.K.
In a broadly sense, I say that international packages are seized due to the lack of refined skills of the source to conceal the gear. That goes to bad packaging, oversized or overweight packages that are inconsistent with customs declarations (if applicable) and so forth. Customs agents' skills to detect illegal packages do not play a major roll. Basically, they go by "the looks" or by what they can actually feel or touch.
In my opinion these very same principles apply to domestic sources although domestic packages are subject to virtually no custom restrictions or inspections if you will. The deal here is that the "domestic chain" is too broad that it can break any minute and may become a chain reaction against however interacted in such chain regardeless of the size of the link. For instance, some "athletes" are too outspoken about the use of steroids in public places (read the gyms) and they don't think for a minute that the guy next to you is a snitch or a cop. Next thing they know is the cops blowing up their doors, being arrested and then trying to catch deals which implies rolling out on your source and inderectly on the source's customers.
Obviously, things can get much more complex than that.
