homebrewing from a kit

if you homebrew, and are using a kit, do you have to heat the oil if it comes in a sealed vial? (i.e. one of the kits from getpinz.com) or do you just put your powder in the solution, let it dissolve, mix the oil w/ it, and the transfer to another sterilized sealed vial?
