It depends on ur protocol, both can be good.
If ur aim for max fat loss then multiple shots a day means u want to raise ur systemic igf-1 all day long and want a slow release then shoot in ur belly fat, but if ur intentions is to grow new muscle mass and break a plateau it's better to shoot double the daily amount but eod the whole amount in a muscle after a WO would be the best route, but of course start slowly to adapt to the sides b4 getting to the desired dose, u can still do that with the gh pen (or a slin pin) but choose a very lean muscle like the quads it'll reach the muscle.
