Help with fixing imbalance

I have posted up before about this issue, but seems to be getting real bad now that I am on AAs. I had shoulder surgery about 4 years ago (clavicular rescection/mumford procedure). Long story short, my shoulder is lagging, all three heads, and is affecting chest too. How can I get left side to catch up, extra sets?,more dumbell work? Right front delt is like a golf ball, left is like non-existent. Help please. Can I work just one side?
 
dumbell and band work. if you can do it the farmers walk is good. static posturally correct (chest out shoulder held slightly up) hold of dumbells while walking. Ideally with weight that can be held for 60-90 seconds.
