An insulin needle is only 1/2" long I do believe, so it wouldn't hit a muscle right? So is a 1" syringe better? Also, how many cc's in 500IU's of HCG? Do you draw back (for blood) or just push in?

Insulin syringes are made for SC injections. They are available in both 1/2" and 1" needle lengths. As long as the syringe is long enough to reach the muscle, it's fine to use. For example, I've used insulin syringes many times for bicep injections when using B12. It's more time consuming with oils but i can be done. 1" would be preferred but you could always push the syringe deeper into the muscle.
The concentration of HCG per ml (cc) is dependant on how you reconstiute it. There is a detailed description under the gonadotropin therapy section in the sticky at the top of this forum.
It's always good practice to aspirate when performing IM injections.
