I think it symbolises freedom that geighs are not able to admire/appreciate. I think it symbolises that there is a light at the end of the tunnel and these people can chill not knowing what to do.

Obviously it symbolizes Forrest himself!
The feather is a simple, teleonomic object that experiences a very rich set of experiences driven by mere drafts of air.
Forrest was that feather -- a simpleton that wove himself into the fabric of history without intending to do any more than experience whatever life put immediately before him.
Either that or it's some kind of sexual thing. I hear perverts tickle each other's assholes with feathers too.

Well in all fairness, she does have some serious DSL's.
Also, it looks like you could set a beer on that flat spot on her head. That would come in handy at times.
