Federally and in most (all?) states, it's legal only in a pellet form and it is being used in animals.

I don't see that injecting fina into yourself would be something that you could get caught for although shooting a solid pellet that big behind your ear (this is generally where they inject cows) or directly into a muscle and letting it dissolve could be extremely painful and uncomfortable.
