Do people still use frames in website design?

I am designing my website and I have a really cool idea, but I can only think of using frames or an image map

I wanted to nested tables, but the idea I have would call for lots of image splicing/cutting and I do not want to mess with that

I will try and find an example of what I am thinking about creating

i like frames
but there are to many times when they do not work well
if possible do not use em....
