Thats like saying can you workout with out drugs? Drugs do not do the work for you, they assist you but without proper diet and training your gonna get no where, even if your on every drug in the world.
99% of the people here advocate training clean and eating clean until your maximum natural potential has been achieved. It's a great philosophy and it's no different with dieting. Do 45 minutes of cardio/day 3 or 4 times a week consistantly for 2 months and see what changes it makes. Typically without changing ones diet, an increase in cardio will yield tremendous results. Once your fat loss slows to less than 2lbs per week, eat less. It's simple physiology. When you'll need more complex strategies is when you're trying to break the 10% fat barrier. If you're already there... go to hell
To be honest w/ you: YES YOU CAN CUT w/o DRUGS...
However, I think what you are asking is if the drugs are the miracle that makes people achieve a great look. The answer to that is NO, it is the CARDIO/DIET/TRAINING that amount to a great body. You have to do cardio at least 4-5 days a week and train at least 5d/wk w/ a very clean diet to see the results I forsee you expect.
