Anyone know where to get a cheap or should I say reasonable hand operated 20 MM crimper, for use with 20 MM aluminum seals?

what do you mean by "cheap"?? Most will run you at least 150

I am not trying to hijack this thread but mikebzt's comment about not needing a crimper has confused me. Please correct me on this assumption if I am wrong. The main reason to use a crimper would be to make your vials look more professional (perhaps with a removable safety seal) and to ensure the end user that the product is safe and has not been opened or tampered with, correct? If you are making your own batches you do not need a crimper because you do not need the peace of mind that the product has not been tampered with because you made it yourself, correct? Boy, I must really look like a fool!
