If you stay completey away from the rice and bread and grain-based carbs, then no, I wouldn't bother to count the veggie carbs. If you are male, have a decent muscle mass and workout once in a while, they would be pretty academic.
If you start to add grains, then YES - you're going to need to start considering the veggie carbs.
If you MUST have bread, Wonder Bread Lite Italian has only 7 grams per slice after fiber is subtracted. When on maintenance, I make french toast with no-carb syrup once a week for a treat.
Also, Tortilla Factory makes 2 gram tortillas (after subtracting fiber) - makes a good breakfast burrito with eggs, cheese and bacon. Try

If you add grains, you should also start considering your dairy carbs too. Eventually, they can all add up.
And the amount of carbs you can eat and still lose weight depends on your muscle mass and ultimately on your activity level. I'm a small woman, so I need to keep mine extremely low to lose and even kind of low to maintain, depending on whether I'm working out regularly. Guys seem to be able to get away with a higher carb intake.
