I wanted to know If you take a compound such as Test Sustanon. And you stop taking that. And then immediately start taking a compound such as Test Cyp. Would there be a fall off/build up period?

the only way that would happen is if your cyp was underdosed or bunk

if both the gear was legit then you could swap them no problem

as steve said, with legit gear, there would be no issue whatsoever
