The "best bud in the world" is any very high quality strain grown by someone who knows what the fuck they're doing. Many of the strains at the Cannabis Cup would be good examples. Just becuase more people than average grow good shit in a certain area (say B.C., Amsterdam, or California for example), doesnt mean that specific area is the best.

Part of it has to be that the good farmers know where to farm.

Either the above happened (it was average to good weed but the govt. mishandling damaged it) or an improper strain, or male plants were included in the growing process, or tons of other potential reasons. Maybe they had a botanist/scientist unfamiliar with marijuana growing.
