capping clen yourself is very dangerous and virtually impossible. unless is it titrated via spray (a low percent material) if not then solution is the only even reasonably safe way to get measured doses.

suspend it in alcohol (pure) or alcohol and PEG/PG/glycerin.

these are all options.

keep the concentrations low and dont make it all at once as stability/longevity in solution is less.

ei take 100mg and suspend it in 1000ml of alcohol= 100 mcg/ml (+/- 10mcg due to scale accuracy)

then you can use an insulin syringe to take doses from it or a dropper (which you have measured the number of drops per ML.

ok, this might sound a bit stupid but what do you mean by 'suspend', do you mean mix it with it, also, where can I get pure alcohol?
