are we talking your beloved ones, your boss, your ISP, or your Government

Easiest way I would hypothetically do this "informational purposes only"

Grab a good WIFI card something with a external antenna.
Then find you a neighbor with open WiFI
if you find someone using wep
DL the wep bootable cracker disk.
After you get on board find you a good poxy list set up your network run from the proxy server, The more neighbors you find the better, make a proxy server setup for each connection you find. rotate from connection to connection.

By default, no. You can always track a torrent downloader/uploader to their IP address.

If you want to use it anonymously, check out Relakks https://www.relakks.com/
they offer prepaid VPN accounts for 5 Euros a month. Using it, it is virtually impossible to trace ANY connection back to you.

peerguardian blocks alot of addresses from viewing your traffic - like gov't agencies

I would use personally use a VPN and then a hard-drive cleaner when I was done downloading the file, or better yet, encrypt the file in a virtual harddrive.
check for PGP disk encryption software, it costs a little money, but can save your butt!

You do not have to use PGP either - Check out truecrypt, it is free and can encrypt disk partitions/files.

I'm not sure if it really works but go on whatever torrent search engine you use and search for Hide IP Platinum, I've been using it. Only thing is if it places you in like Singapore when you go to google you'll end up on a non-English google site; but I guess thats some evidence that its working maybe?

Hide IP Platinum uses proxy servers to hide your web-browsing from the sites you visit. They still have access to your browsing history ( I do not know if they are am US based company or not ), and it does not work for any other type of traffic (bittorrent, p2p, ftp, etc), unless that protocol also works with proxies - most don't (including bittorrent), or require additional setup/requirements to work through proxies (Instant Messaging).

If you want to truly hide all your internet habits, Relakks is the only way (I know of) to go. It does require you to trust the Swedish Privacy Laws, but I do.
