shit even at 20% i would still take it if your dieting it will assist dropping the BF the point is that your doing a cycle to get stronger and add muscle so who cares what your BF is i know a guy at 23% and he doesn't look fat at all just a little in the gut area just big bone
I do not attempt to "bulk" when over 10% bf at the highest. I tend to gain fat pretty quickly. This is made worse by gear. If I start out at a releatively low bf, then I tend to put on fat at a somewhat slower rate.
