Not directly, no. But I do believe site injections will HELP you achieve size and growth in the area. Reason being, many people - so called hardgainers - are simply people with tight fascia. You can train all day long and hard as you want, but if the fascia is too tight, you are accomplishing nothing as it is going to keep the muscle constricted in a small space. By injecting extra volume into the muscle, you literally force the fascia to expand itself. Think of this as blowing up a balloon. If you take the balloon and give it a good stretching prior to blowing it up, it will be much easier and require less lung power correct? But stretching the balloon does not automatically expand it with air. You still have to blow it up yourself. Same thing with a muscle. You stretch it from within (by injection) but you still have to work it in the gym to make it grow.
This is also why I (and other pros like Flex, Titus, dillett, Porter, Haney, etc although some of them went overboard with the idea..) believed that getting a muscle pump was so important. Ask anyone on the training or ana board and they will tell you that a muscle pump does NOT equal muscle growth. I agree with that, however, I do think getting a good muscle pump helps stretch the fascia and ENABLES growth to occur at a much better pace. Though to be honest, my GROWTH workouts really do not leave me with much of a muscle pump. When I train hard and heavy (what works), at the end of the workout I feel numb. Fatigued to the bone. Not pumped up. Although if I do a light workout and concentrate on flooding the area with blood it is different story. About every 5th workout (per bodypart) is a pump workout for me.
