a quick question about prescriptions

So what's the deal? You can only get a prescription for a certain amount of steroids???? What about the "life-long testosterone replacement therapy"? Can anyone please explain this to me? How can you get a prescription for Test for the rest of your life. And unlimited amounts of it, too?

The only thought that comes to my mind is if you have aids.
