Regurg I feel with you man I have sort of the same problem. I carry my fat slightly in my front and slightly in my love handles, nowhere else. I have tried everything! Diet doesn't work, cario makes me lose tooo much weight and training doesn't! I am 6'2" 220lbs and frustrated by the tough spot!
You nailed it on the head, it is the fat/water retention that I am most concerned about. I train really hard and eat really well, and don't want to blow up like a balloon and then deflate like one.
