Bro, i had the same problem. i just changed my whole way of training. i changed my training split so now i have a shoulders only day. i also switch up my routine every week. never the same routine twice. it was also a mental block for me. just wasn't concentrating on them. i just focus on breaking the three heads of the shoulder muscle down, really tear em' up and focus on the active muscle. the day after my shoulder day is a day of rest to get them on the road to a good recovery, because they get used so much, when you do back and chest. just try something new and play around with it, hopefully you will stumble on something very effective my friend.

Soreness isn't a measure of a good workout. Hard concept to accept (I know), but it's true.

I agree with Ceasar. Some body parts just don't get sore. Forearms I believe are one. Shoulders may be that way for you too.

I change my workouts around every 12 weeks, and that way i always get sore. as to what you are refering to, currently im doing chest and shoulders on the same day. although my weights on the shoulder exercises has decreased rappidly, because of the fatigue in the chest, ive noticed that i have to use my shoulders even more to lift. and when im done with my first pressing movment for shoulders i cant barely lift my hands over my head.

i can give you a shoulder routine that most certainly will get you sore:

Dumbbell Presses: 3 sets 12 8 6 reps
Seated dumbbell side raises: 3 sets 12 8 6 reps
Standing cable side raises: 3 sets 12 8 6 reps
Shrugs: 3 sets 12 8 6 reps

what about rear delts you say? incorparate 1 exercise for rear delts on your back day...it works like hell...
