AUSTIN, Texas (Reuters) - Republican George W. Bush refused to concede defeat in Florida and Pennsylvania on Tuesday night despite television network projections that Democrat Al Gore would win those key states.

"I know you had all those projections, but people are still counting the votes,'' he told reporters.

Bush had a pool of reporters up to an upstairs living room at the Texas governor's mansion as he and his wife Laura watched election returns on television with Bush's parents, former President George Bush and Barbara Bush.

"I'm going to wait until they count all the votes. I think Americans ought to wait until they count all the votes,'' he said.

Bush had abruptly changed plans from watching election returns with a large group of family friends at the Four Seasons Hotel to watching them at home.
