STAMFORD, Conn. (AP) -- There will be no fair catch on punts and no point
after touchdown kicks in the XFL, the new football league developed by NBC
and World Wrestling Federation.
Under league rules announced Tuesday, any punt traveling 25 yards or more
will also be considered a live ball, recoverable by either team.
Instead of a fair catch rule, punt returners will have a 5-yard, no-tackle
``halo'' until the ball is caught, and members of the kicking team will not
be able to leave the line of scrimmage until the ball is in the air.
In lieu of the point-after kick, scoring teams will have one down to run or
pass the ball into the end zone from the opponent's 2-yard line. The clock
will run during the play, and intercepted or fumbled balls can be run back
by the defender for a one-point score of their own.
In other changes from NFL rules:
-- A receiver or defender needs only one foot in bounds to make a reception.

-- A quarterback is down when forward progress is halted; quarterbacks who
slide cannot be hit and can be downed by contact.
-- The play clock is shortened to 35 seconds after the previous play or 25
seconds after any clock stoppage.
-- Kickoffs must be run out of the end zone unless the kick carries through
the end zone.
-- Defenders may use ``bump-and-run'' tactics downfield.
The XFL will also institute new overtime rules. Each team will have the ball
at least once and get up to four downs to score from the opponent's 20-yard
line.
However, if the first team scores in fewer than four downs, the second team
has only that many downs to tie or better the score. The first team cannot
try a field goal until fourth down; if that happens, the second team can
waive its first three downs and immediately go for the tie.
The second team does not gain an advantage by scoring the same number of
points as the first team in fewer downs.
If neither team scores another overtime is played. The team that had the
ball first in the first OT plays defense first in the following overtime.
The league has not decided how it will determine who gets the ball first in
overtime.

An where is the mid field Body Slam Rule?!

there is no grasp and control rule for qb's.


one question... when are they NOT allowed to bump and run? ball in the air? i mean, that would equate to NO fly patterns whatsoever.

I'd assume that it would be the same as high school rules, bump and run till the ball is in the air. I know that I used to level tight ends and receivers when they ran a drag in front of me......
