I see people post about maxing out with the weights? Explain, because I dont think I am doing that. I do my sets once it gets easy I move up to the next weight. When I am done I dont feel like my arms or legs are going to fall off I feel just right like I completed my mission.
 
Yes you want to increase your weights.

Is this you checking about how much intensity or how 'hard' training should be?

You can use the same weight and increase intensity by

-doing more reps
-adding an extra set
-taking less rest between sets
-doing your reps a bit slower and squeezing at the top/contraction
