I dont want big arms

1. Women does not have hormonal profile to have bulky arms... Unless you're already naturally super athletic and "bulky". If you're not, you can train hard as you want you will not have bulky arms.

2. And if you don't want to look "toned" and lean... Don't diet. Don't lose the fat that cover your muscles... If you retain the fat you will look more round and curvy.

those chicks you see in the gym all ripped are either extremely blessed genetically and work out A LOT. or they are on the sauce.

i personally find it unattractive. i'm not entirely against PED's for females, but there is a way to do it and way not to do it
 
What is the best way to avoid bulky arms when lifting in the gym? I dont to look toned and lean.

Unless you've the genetics to be muscular it's not an issue.

I'll assume you meant 'I WANT to be toned and lean'.

All weight training will do for a female is build tight and toned muscles. Women simply do not have the endocrine system needed to build big and bulky muscles.

Any very muscular woman will be using steroids.
