why should I do declines?

I’m at the gym and there is this older dude who always does decline lifts, I never see him do flat bench or inclines. He asks me to spot him sometimes, cool dude but one of those cocky cops that I avoid. Don’t really talk to him much so thought I would pick your brains on what his logic is for always doing 5-10 sets of declines vs. Other presses. Is he just weird?
 
Bottom chest if you dont do declines it doesnt work.
Do all inclines, flat and declines 3 sets each slow.

I'm not a huge fan of declines but many bros swear by them saying it helps build mass on the lower chest.
