When you measure arms....

As long as you compare apples to apples, I'm not sure it matters.

I measure everything cold. I like to get the smallest possible measurement (same with weight) so I have inspiration to keep working.

Personal preference, though. Pick one and stick with it.

I do all measurements cold, but flexed. That usually will give you the most consistant results. First thing in the morning is a good time, because believe it or not, your measurements change throughout the day (especially the waist).

Truthfully they are 17" or just a hair under 17", depends on the day.
