I saw an article that mentioned doing resistance punches or kicks does not help with power. I hear it is more of a diminishing effect.

Low volume it would. But what fighter would do low volume? Hence it becomes endurance.
 
Training with explosive movements would benefit a boxer more.

It's more about explosive power then sheer strength
 
Not my area of expertise so can't really tell.
I've seen though Floyd Mayweather throwing punches with dumbbels so I guess there is something to them.
 
I don't know a ton about this sport but I would think speed is what you want to work on. Regular weight training will help with strength.
