guys I have 3 question about this specific movement,1. is it to develop chest or delts 2. what could be the recommended amount of repetitions 3. can it be done with the straight bar attached to a low pulley ?
 
1. The upright row is a shoulder movement
2. It's more of a finisher movement so I recommend a rep range of 10-15 per set
3. You can use either a straight bar or a low pulley to do the movement.

I personally like to use an EZ-bar or EZ-bar attachment for the low pulley. I find it a lot easier on my wrists.
 
Unfortunately I cant do upright rows because I get a severe sharp pain in my left wrist at the peak of the movement. You can always mix up rep ranges and weights too. I find the variety to be best.
 
This exercise is meant for shoulder and trap development. There are a few vriations how you can do it.

You can use a cable for it with a rope or a straight/curved handle. You can also use barbell, either straight one or EZ bar as well. Hell, you might even take dumbbells if you want. I would always alternative as sometimes I feel a bit stiff to do it with the bar.
