Quick Bench rules question

I am right in thinking it's not legal to bring your ass off the bench as you perform the press, yes?

Got an old timer in our gym, always goes on about how great he is (or used to be rather) really makes out like he knows his stuff

When he benches he brings the bar down to his (more than ample) stomach, then, on the press, actually pushes his ass clear off the bench (in doing so moving starting the bar movement upwards) then starts the arm extension.

Would this be considered illegal in competition? I think it is.

Thanks guys. I know most of the things he says is total male-cow-poo, just wanted to check whether this was as well.
