How soon can I increase all my lifts would 4 weeks of consistent training elevate all my lifts or would I need more time?
 
4 weeks is nothing man. it takes years to get stronger. the current strongman is actually quite young, only 26 years old, but even he has been training since he was like 12. that is 14 years of training!

you gotta start somewhere, so do it but be patient .. you will improve over time slowly
 
It's too individual to give timelines. It depends on your diet, your previous lifting experience etc.

Most lifters, if their diet and training program is on point, should be able to add weight to their big compound lifts every 3-4 weeks
