bulking up: diet or workout?

I wanted to know if bulking up is more dependant on how you train or how you eat. Depending on your opinion please post guidelines for me to follow. The general concensious from my first post is i need to bulk up first then try to get cut. I am not even sure how long i should "bulk", then how long it shoudl take me to cut.

diet number 1 bro,stick with the basics when you train and don't wear your self out with alot of accesory moves,raise your calories till you gain...........
 
Diet. You should train the same whether you're bulking or cutting. Those things are much more dependent on diet and cardio.
