After Bulking Cycle: Lower weight & increase reps?

I read an article that said after bulking and doing high weight, low reps, ea. body part 1x per week, you should (1) for 2 weeks, lower the weight a little, increase the reps and do the whole body twice a week; then (2) take a week off; then (3) go back to high weight, low reps, ea. part 1x/wk. Good advice?
 
NO, bad advice.

your diet will change if you are cutting, but you still must lift heavy or else your muscles will slack and you will atrophy (aka lose gains)
 
Correct, just change your diet. Try not to do any 'maximum weight' lifts though as you will be more prone to injury with low bodyfat.
