Not really.

We all know that Cheney is, de facto, the president.

Bush would not authorize the shooting down of more hijaked planes on 9/11......he forced Cheney to make the decision by refusing to take action.

C'mon...........Bush spent 10 minutes reading "My Pet Goat" after the WTC got hit the first time.

It is very clear that Bush simply repeats lines that are fed to him while Cheney and Rove are the brains. Wolfowitz, Perle, and Feith are the steering.
