Is it time change time?

My cable tv schedule looks off and the roommate's phone changed time.

you're supposed to set it back every 1st sunday of november at 2 am

I think they made changes to the date not too long ago, some clocks etc are still set to change time on the old system.

You don't bother to keep up with updates and patches, do you? I think the fix for DST went out sometime last winter.
