Wasn't your shop robbed a few months back? I would notify the police and tell them you think some one is casing your shop.

I don't think the DMV or any other gov. agency is going to tell you who owns the car and where they live. You are just going to have to start following them to find out who it is! Could you imagine if they told someone where a person lives and then that individual went to their house and killed them? Too much crazy out there!

The DMV will tell you, it is a matter of public record. You just have to pay them an "abstract" fee for them to get off their laurels and look the information up. This fee is usually around 10 dollars per car/plate etc.
