Most likely you drew more that you claim and that is why you are short, happens

Usually people forget to pull back before swapping draw/pin needles and you can definitely lose a bunch doing that.

You probably have a BSUG lab

If you are experienced in withdrawing and have very little loss I would say that they are under filled

It is likely a combination of the manufacturer not being perfect filling the vial and you not being perfect filling the syringe.
