bench press routine

I want to get stronger, right now I can only bench 135 pounds but I feel super weak when I do it. I think I used to do like 180 area years ago before I took time off. Someone said I should build consistency at a lower weight before trying to push higher, instead of trying to max out all the time. Is he right?
 
do the 135-140 weight for 4 weeks and add 2.5mlbs per week on each side every 2 weeks 5lbs total so in a few months you'll go up your body will get used to the weight
