Low carb/fat diet regime

Just wondering if anyone has followed a low carb/fat diet regime with great results. I'm trying to blast my legs and especially glutes into shape to the point where I can see striations. (I'm not afraid of hard work in the gym or with the diet).
I am 5'3" and weigh 100lbs (would like to gain more muscle mass). I hold most fat in the glute, hip and thigh regions. Does this kind of diet seem to work better for this body type rather than the 'apples' who retain fat in the upper torso?

I would appreciate specific info on the diet including what type of foods, carb/fat ratio, cycling carbs etc... Also if any supplements are producing great results, I'd like to know what has been working best. I know cardio is a huge factor in the equation when it comes to zapping the fat from the glutes, so info on training regime would be great as well. Thanks!!
