SEO question and google adwords ??

Question
do bloggers buy google adwords (specificy peoples names as an adword?) to drive traffic to their blog?

for example - a gentlemen has a blog, he paraphrased a press release and in his blog he mentioned a specific person's name. (very unique name that is not common) say the name is Acke Quarnstrom (totally made up Swedish name)

so when you search Acke Quarnstrom the blog always pops up first over his facebook, insta, twitter and LinkedIn page.

so my question is, this blog has some punch and I am wondering if a blogger will buy certain names (adwords or another method) to own that google search? hence drive more traffic to his personal blog?
