interesting question, Soldat. But a lot of ruthless guys may not be considered "evil"--

ex: Harry Truman - pretty ruthless to order the deaths of 100,000+ civilians in Hiroshima/Nagasaki, but arguably not "evil" given all circumstances and exigencies in trying to save even more lives, end the war, etc.. same might be said for Abraham Lincoln, who waged a war that killed a quarter million of his own citizens for trying to form their own country.

also the guys from the robber-baron era, like Rockefeller, Carnegie, and JP Morgan were very ruthless, but not sure if they were evil or not, at least in the Vlad/Pol Pot sense.
