can you use the hair inhibitors products without using the hair removel creams?

can you use the hair inhibitors products without using the hair removel creams or whatever?? like can you just shave normally and use it.. and would that work?? or do you really need to use that hair removal product as well

Not positive about this, but i think that you have to remove the hair by the root. So it would not work with shaving, but it would work with waxing.
