How much more potent is the drug based ephedrine that the herb?

ephedrine HCL is extracted from ephedra. Generally it need about 100MT of ephedra to make 1MT of ephedrine HCL

Ephedra HCL and NorEphedrine is much better. Pulled by the FDA (those who are still selling it are doing so "under the radar") but much better and SAFER than raw Ephedra. The FDA decided to pull it because of political reasons and the fact they could very easily since it is technically "synthetic". I have a nice stockpile of Norephedrine and much prefer it to the shitty, make your hair stand on end, raw version.

Ephedrine HCl is synthetic d-ephedrine. Ephedra is an extract from the plant. It contains different isomers of ephedrine including sudafed (yup, the stuff you buy from the drugstore). Sudafed and ephedrine are mirror images of each other- like right and left handed versions of ephedrine. Sudafed doesn't have all the properties of ephedrine.
