Using letro for gyno reversal therapy, after steroids

I have been taking letro and nolva after finishing my cycle, gyno seemed to disappear for the first few weeks and I was pleased with my pct. PCT was over with weeks ago but suddenly gyno started coming back, my previous cycles I did nolva and clomid as pct and didn't have that problem, so I blame letro, or may be I'm mistaking on the dosage. I was doing .25mg of letro and 40 mg of nolvadex per day, what could this be like an estrogen rebound or something, what should I do?
