I also believe that Organon and Serle are deliberately manufacturing to targets that take into account the black market. Tens of thousands of vials of product can't just keep going walkies every year without it being accounted for by the suits. Organon et al know full well who their customers are.

Very similar to the Norma problem where a large bust forced the factory to stop production until March next year so as to review distribution and corruption. Will this stop it? of course not. Manufacture procedures are based on volume demand and the truth known many would be a far less viable business proposition without the black market.
