Um, you're under the wrong impression. Nolvadex is Tamoxifen Citrate, a nonsteroidal antiestrogenic agent. Tamoxifen competes with estradiol for binding to estrogen receptors, but does not induce expression of estrogen-responsive genes. How do bodybuilders use it? Well, as an antiestrogen, it is used to combat those effects of heavy AS use which are due to increased estrogen levels (primarily gyno). Nolvadex should not increase test levels in anyone.

HCG stands for Human Chorionic Gonadotropin, a placental hormone extracted from the urine of pregnant women. It's biological activity is the same as that of lutenizing hormone and it is used as a substitute for human LH. This is used by bodybuilders at the end of their cycles to regain their normal test levels after heavy
~~~ AS use halts normal testosterone production in the body.

Thus, in terms of which is 'better' for retaining post-cycle gains, HCG is (clomiphene citrate may be even better, depending). In terms of preventing gyno, Nolvadex is better (and again, depending on the situation, cytarden may be even better).
