You should probably ask what app he's coding with before pointing to him to a potentially non-existent toolbar.

What are you using? Seriously, almost noone codes by hand. There are free/lighter versions of things like MS Visual Web Developer, which has way more than you need.

what u using notepad????? get dreamweaver. it's cool or use godaddy's built-in web editor/wizard. It's not bad.
