You should first decide what your priority is first. You used the word "safe", the saffest anabolics that you can use are all injectable. Much better on your liver and much more effective. After your first self administered shot you won't have any problems with the next I guarantee. At 38 you might wanna start with wither Deca, or even HGH if you can find it, mix in a little test-250.
