Advice on a delivery?

A friend of mine lives in college housing and wants to know if delivery to his PO box would be completely stupid - here's how it works:

- When a package arrives, they put a slip in his mailbox
- He HAS to send it to his real name, because it would not be put in the right PO box if the name does not correspond with the address
- He can wait up to a month after he gets notices that the package arrives to pick it up
- When he wants to pick it up, he brings the slip to the desk and shows his student ID so they know it's him picking up the package
- He does sign the slip when he presents his ID, but from what I understand it's like a signature verification card. He told me that he knows they throw it out right after he picks up the package.

He thinks that he could let the package chill for a couple of days. He knows (by face) the people that work at the school post office, so he wouldn't have to worry about and undercover or anything.

I told him it sounds kind of risky. If a package doesn't make it thru customs, don't they send a letter? If it DOES make it thru, is there still a risk?

What does everyone think of the above situation?

Also, if he DOES get the package safe and back to his dorm, are his worries over? (He's worried feds are gonna show up later!)
