You must have had an ignorant customs official at the border!
Mexican Rx's have no barring in the states. If it was an
American doctor, and you are an AIDS patient or something then
perhaps...Bottom line is you got lucky. Steroids are Section III
drugs...PERIOD!!! I don't have any advice about the mail but it
seems more likely you'll get your stuff via mail rather than
proudly displaying your Mexican Rx and sack of gear.
